DEPARTMENT OF CURRICULUM STUDIES & TEXTBOOK DEVELOPMENT

TE & SCERT (Teacher Education and State Council of Education Research and Training) has been declared as State Academic Authority as per RTE 2009.

In exercise of powers conferred under Section – 29 of Right of Children to Free and Compulsory Education Act, 2009 and Rule – 21 of Orissa RCFCE Rules, 2010, the State Govt. do hereby designate the Director, Teacher Education & State Council of Educational Research and Training (TE & SCERT) as the Academic Authority.

The duties of the Academic Authority shall to lay down the curriculum and evaluation procedure for Elementary Education.

While laying down the curriculum and evaluation procedure the Academic Authority shall take into consideration the following.

  1. All round development of the child.
  2. Building up child’s knowledge potentiality and talent.
  3. Development of physical and mental abilities of the child to the fullest extent.
  4. Learning through activities, discovery and exploration in a child friendly and child-centered manner.
  5. Medium of instructions shall, as far as practicable, be in child’s mother tongue.
  6. Making the child free of fear, trauma and anxiety and helping the child to express views freely.
  7. Prepare guideline for putting in practice continuous and comprehensive evolution.
  8. Formulate the relevant and age appropriate syllabus and text books and to her running materials.
  9. Design capsule course for one year/ two years coaching and training model.
  10. Develop in-service teachers training design.
  11. Design and oversea implementation of the process of holistic school quality assessment on a regular basis. Besides the above the Academic Authority shall.

 TE & SCERT organizes various activities like:-

  1. Preparation of textbooks
  2. Preparation of syllabus.
  3. Preparation of workbooks.
  4. Translation of Odia textbook into the Regional language viz. Hindi, Telgu, Bengali & Urdu.
  5. Inclusion of theme approved by different Department of the Govt. in the school curriculum.
  6. Revision of textbooks etc.

(1) Preparation of Text Books:-

Being the State Academic Authority, SCERT has the responsibility of development & production of Textbooks through the appropriate ways and means beginning from Class I to VIII.

TE & SCERT is the State Academic Authority, Odisha School Education Programme Authority (OSEPA) is the Implementing Authority, The Odisha State Bureau of Textbook Preparation & Production (OSBTPP) is the preparing authority & Text Book Production & Marketing (TBPM) is the printing authority of books. All the above the organizations are functioning under the Department of School & Mass Education, Govt. of Odisha.

Based on NCF-2005, the Curriculum Framework for the state Odisha has been developed in the year 2007. SCF (State Curriculum Framework), mainly focuses on the following aspects:

  1. Linking the knowledge with outer environment.
  2. Getting rid of Rote Learning.
  3. Not to confine learners only to textbook but aims at all round development of child.
  4. Evaluation should be flexible and integrated into classroom life.
  5. Nurturing an over-riding identity informed by caring concerns within the democratic policy of the country.

SCERT, Odisha has taken into consideration the above policies and basing on that Curriculum for school textbooks from Class I to VIII have been developed.

(2) Preparation of Syllabus

(A) SCHOOL TEXTBOOK SYLLABUS

  • Being academic authority of the State, SCERT prepares syllabus for School Curriculum from Class I to X.
  • Syllabus for school textbooks from Class I to X have been developed based on the principles of NCF such as:
        • Linking the knowledge with outer environment.
        • Getting rid of Rote Learning.
        • Not to confine learner only to textbooks but also aims at all round development of child.
        • Evaluation should be flexible and integrated into classroom life.
        • Nurturing an over-riding identity informed by caring concerns within the democratic polity of the country.
      1. Cultural Heritage.
      2. Peace & value Education.
      3. Gender equity.
      4. Environmental Protection.
      5. Conservation of Natural Resource.
      6. Adult Education.
      7. Preparation Education.
      8. Disaster Management.
      9. Art Education.
      10. Work Education.

Preparation of syllabus has also focused on teaching learning process. Learning achievement and time interval of teaching- learning process.

SCHOOL TEXTBOOK DEVELOPMENT IN ODISHA

  • School Education spectrum comprises Class I to X, with recent decision to bring in +2 into its fold.
  • SCERT, the State Academic Authority, develops School Education Curriculum. Textbooks from Class I to VIII are developed by SCERT, where as textbooks for Class IX and X are developed by the State Board of Secondary Education. SCERT engages itself in the review renew of school Curriculum and textbooks. As of now, SCERT has developed and renewed 47 textbooks with imposition of QR Code on every chapter, so that students can access it in digital mode.   • 3 years Integrated B.Ed. & M.Ed. 2016-19 .
  • 1 year M.Phil courses 2012.

 

  • D.El.Ed. Syllabus

As per letter No. 4887, dtd-16/05/2011 in the UOI note, Govt. of India advised to revise the DEP syllabus in the light of NCFTE(National Curriculum Framework for Teacher Education) there was also a need to revise CT syllabus.
In the mean while seminar developments have taken place and two most important document have been brought out in the country i.e.

  • National Curriculum Framework – 2005 (NCF-2005)
  • National Curriculum Framework Teacher Education – 2007(NCFTE-2007)
  • The Right of Children to Free and Compulsory Education Act 2009

In the light of there documents there become a need to revise the Teacher Education Curriculum and syllabus for CT as well as DEP.

(3)   Preparation of workbooks

Workbook serves as a road map for the teacher and helpful aid for substitute teachers. Workbook is designed for student activity at home. Workbook can be used after completion of each topic and answers can be written directly on it moreover workbook also act as supplementary materials in addition to textbooks for that helps in better understanding of concepts. Hence, there was a need for development of workbooks in the State Odisha which was done by TE & SCERT, being the Academic Authority.

(4)  Translation of  Odia textbook to Hindi, Telgu, Bengali & Urdu

The Curriculum Department of TE & SCERT has invited Experts/Resource persons of Hindi, Telgu, Bengali & Urdu as per demand of the guardians as well as the students reading in Hindi, Telgu, Bengali & Urdu medium elementary schools of different districts like Balasore, Baragarh, Balangir, Cuttack, Gajapati, Ganjam, Jharsuguda, Khordha, Koraput, Malkangiri, Mayurbhanja, Nuapada, Rayagada, Sambalpur & Sundargarh etc.

Accordingly TE & SCERT has taken priority for DTP, Scanning, planning and positives of Odia textbooks to Hindi, Telgu, Bengali & Urdu languages as per the list enclosed:-

  After completion of the work at SCERT level the books are printed by TBPM and supplied to the students.

(5) Inclusion of theme approved by different Department of the Govt. in the school curriculum:-

The themes of witch hunting, road safety and disaster management have been incorporated in the school Curriculum with prior approval of Govt. S&ME Department.

  1. Witch Hunting: – In India witch hunting dates back hundreds of year. Even today witch hunting is being practice in the state & has become a burning issues, where predominantly owen and children fall prey to the highness crime. The victim which branded as witch is subjected to numerous type of torture, beating, burns etc. in some cases their hair is cut off and in some cases children are put to death. Lack of Education and Health services have contributed to the continuation of this dangerous of practice of witch hunting sometimes witch hunting has been making headlines in local newspapers which is not only disturbing but also alarming. Keeping this in view to increase the awareness among the children Govt. in School and Mass Education Department have taken steps for inclusion of Witch Hunting as a part of Curriculum.     
  2. Road Safety: – Road traffic safety refers to the methods and measures use to prevent road users from being killed or seriously injured typically road users include pedestrians, cyclist, motorist, vehicle passenger etc. etc. Hence it is essential to increase awareness among the road users. Traffic safety Education plays an important role in shaping the attitudes and behaviors of children’s and young people ensuring they become responsible drivers, passengers, pedestrians, cyclist. Safety and effective flow of traffic is the reason why traffic laws are in place. Keeping in this view Road Safety has been included in the Curriculum School Education at the elementary.
  3. Disaster Management: – Disaster Management refers to the management of resources and responsibilities for dealing with all humanitarian aspects of emergencies in particular preparedness, response & recovery in order to lessen the impact of disasters. The Curriculum have been specially designed to include the concept of disaster management at the Primary & Upper Primary level. The aim is to reduce the harmful effects of all hazards including disaster. Further it helps to create an awareness on how we can protect or preserve maximum number of lives and properties during a natural disaster.

 

(6) Revision of textbooks:-

Textbooks are usually part of a pedagogical design, i.e. it can be the center piece of a course syllabus, it can be used for self study (students and professionals), teachers can assign just parts for reading. Textbooks are not only teaching materials for teachers, but also students self directed learning materials for preparation and revision purposes.

 

QR Code (ETB) Energized Textbook

The ministry of Human Resource Development and the National Council of Teacher’s Education have developed a digital infrastructure called ‘DIKSHA’ to provide tech-based solution to teachers. Teaching and Learning content which involves ‘Energized Textbooks’ is one of the verticals of DIKSHA.

Energized Textbooks is expected to provide teachers with more natural to substantiate & expand upon content in text books.

SCERT published textbooks carrying QR Codes from the session 2019-20 which will provide web links to films or related reading content to help students understand subjects better.

Quick Response (QR) Code is a machine- readable code consisting of an array of black & white squares, which are essentially web links that can be read by smart phone camera.

 

HOW TO DOWNLOAD DIKSHA APP
