As a part of Special Package announced by the Honorable Chief Minister, Odisha, Srijukta Naveen Pattnaik for Kandhamal District, Government have been pleased to establish a B.Ed College from the Session 2008-09 vide Government of Odisha, School and Mass Education Department Notification No.14679 Dt;- 19.07.208 which was named as Government Teachers’ Training College,(GTTC) Phulbani. The activities of GTTC commenced from Dated 4th August 2008 with an intake capacity of 100 trainees and four teaching staff with Principal, one Instructor and one clerical staff.

Since 1st July, 2013 the College is functioning in its newly constructed own building located opposite to Panchayat Bhawan, Phulbani. The College has got its recognition from NCTE vide notification No. ERC/7-100.6(1)(1S).3/2009/1350(1) Dated:- 31st August, 2009 in terms of Section 14(1) of the NCTE Act. 1993 for conducting B.Ed course on Dt. 06.08.2008.
