  •  U.G. B.ED College or Utkalmani Gopabandhu College Of teacher Education(UGCTE), Baripada was established in july,1980 and it started functioning in SARAT CHANDRA VIDYAPITHA,BARIPADA under the private management.It is obvious that the college at the initial stage did not posseses a  building of its own and hence an urge was felt for the procurement of a site on which the present building could be constructed.The college site of 4.66 acres was made available atTakatpur out of theportions of vast stretch of the land donated by the queen Takat Kumari for the promotion of higher education in the district.The foundation laid on 01.04.1984 by sri P.K. Das,Ex-speaker Odisha Legislative Assembly,Govt. of Odisha and the college was shifted to the new building in 1986.
  • It goes without saying that the college ever since its inception has satisfactorily managed to cater to thr pre-service and in-service needs of teacher education in the district and has forged ahead with its onerous object to render worthwhile services in the field of teacher training.
  • In view of the importance of this training college in an educationally backward district like mayurbhanj ,it was pressing demand of the public that the college should be handed over to the GOVT. The Govt. of Odisha was pleased enough to take over the management of this training college with effect from 12th October,1992,and,consequently ,along felt need of district was fulfilled.At present,the college functions with a sanctioned strength of 100 students.The College has been upgraded to the status of college of teacher education vide Govt. Notification No.3776(4) dated 30.06.2005.

The Directorate of Teacher Education and SCERT came into existence as an independent Directorate on January 15, 1990. It progressively acquired its present status from the State Institute of Education, established in 1964 to State Council of Educational Research and Training (SCERT) in 1979, and from SCERT to TE and SCERT in 1990.
Its progressive evolution from SIE to TE and SCERT was largely mandated by ever expanding and emerging developments in education.
