Hindi Teachers’ Training Institute, Cuttack is under the administrative control of the Director, Teacher Education & State Council of Educational Research and Training,Odisha which is controlled by the Department of School and Mass Education, Govt. of Odisha.
The Principal, in the rank of Professor of Education is the administrative head of the Institute.
The Institute has Programmed Advisory Committee and Governing Body for proper guidance.

Cuttack is the silver city of India. Every body knows that Cuttack city is the heart of culture and Education of Odisha, It is situated between two rivers i.e. the Mahanadi and the Kathajodi river and it was also old capital of Odisha.
In this city Hindi teachers’ Training Institute was established in the year 1956 in Non-Planned scheme. It had been imparting Hindi Training named Hindi teachers’ Training certificate course examination to untrained in-service Hindi teachers of the state. But it was defuncted by the Govt. vide Resolution No. 14941 dated 27.06.02.
But in pursuance of decision taken in the meeting chaired by the Development Commissioner-cum-Additional Chief Secretary, Odisha at 10.30 a.m. on Sept.06, 2005. The erstwhile Hindi Training Institute, Cuttack revived and started function in the premises of the above said Hindi Training Institute with effect from 26. 09.2005 vide office order no. 5238/ of Directorate of Teacher Education & SCERT, Dated 20.09.2005. for strengthening the study of National language Hindi as in schools of Odisha State.
The Second High Level meeting was held on 17.04.2006 under the chairmanship of Sri Ajit Kumar Tripathy. IAS, Development Commissioner-cum-Additional Chief Secretary. It was decided in the meeting that the annual intake capacity for the course would be 100 inservice Hindi Teachers, and will be selected on the basis of their seniority in their serivce from among the secondary schools of the state for Hindi teachers’ training certificate course from the session 2006-07 . It was also decided that the Govt. Hindi teachers’ training institute, Cuttack should be affiliated to the Board of secondary Education, Odisha, Cuttack and HTTC Examination would be conducted as like previous practice.
It was also decided that another separate attempt would be made to start one year Hindi Teachers’ Training course, equivalent to B.Ed. Degree and the Institute would be affiliated to the Utkal University.
On the basis of the decision taken in two High Level meetings , School and Mass Education Dept. Govt. of Odisha notified an Office Memorandum on 17, June 2006.
In order to make the Institute functional following teaching and non-teaching staff have been put in position :

It is notified for information of all concerned that on recommendation of the Equivalence Committee at its meeting held on 21.04.2014 the Vice Chancellor exercising the power conferred under 6(15) of Orissa University Act 1989 has approved the equivalence of the following on 21.04.2011 courses subject to ratification by the Academic Council at its next meeting.
1.Equivalence was made for Alankar Hindi 1st,2nd & 3rd Year of Gurukul Kandari Viswavidyalaya in +3 Degree in Hindi with +3 Hindi (Pass) of Utkal University.
2.Equivalence was made for Rastrabhasha Ratna and Snatak with +3 Pass and Elective Hindi Only.
3.Equivalance was made for B.H.Ed. with B.Ed. of Utkal University.

No.XII-SME-(Trg.) 79 /2013 29002/SMEThe national council for teacher education, Eastern Regional Committee vide order No.ERC/7-78.6(1).7/2007/69201(1)Dated.06.08.2007 have granted recognition to Hindi Teachers’ Training Institute, Cuttack for conducting BHED course of one year duration with an annual intake of 100 students . The Utkal University has granted provisional affiliation to the institution from year to year.
Hindi Teachers’ Training Institute, Block No-29, old Secretariat, District-Cuttack is one and only Govt. Institution to impart Hindi training in the state.
The State Govt. have therefore decided for grant of permanent recognition to the Hindi Teachers’ Training Institute, Cuttack from the current academic session, 2013-14.
